What is the story?

If you tell a story you need someone to listen

Deuteronomy 1:45 (NKJV)
Then you returned and wept before the Lord, but the Lord would not listen to your voice nor give ear to you.
Job 9:16 (NKJV)
If I called and He answered me, I would not believe that He was listening to my voice.
If you tell a story you want witnesses to tell it was true
Moses wanted witnesses, not only in the here and now, but that would outlive his later generations
Heavens and Earth - witnesses
Otherwise who would reproach (rebuke) Israel of the future if they were to deny that they had ever accepted the covenant?
Moses appoints Heavens and Earth which are eternal as witness
These witnesses would take the lead in administering the appropriate punishment if Israel were found to be guilty of breaking the covenant?
Punishment: heavens withholding the rain; earth withholding its produce
God explains that Heavens and Earth are witnesses of His creation and they witness the History of mankind
This also speaks of the Eternal Life of His Sabbath
Why does God have to have witnesses of His creation?
Why does Moses have to have witnesses of his song?
Simply because man does not want to listen
Isaiah 64:4 (NKJV)
For since the beginning of the world Men have not heard nor perceived by the ear, Nor has the eye seen any God besides You, Who acts for the one who waits for Him.
Why is hearing important?
The context of this verse is right at the centre of Israel history of being un-repented, not receiving Messiah, which Paul speaks about in Romans
Is that new? - No
Is only Israel that does not want to hear?-
No
The “song” that Moses spoke in the hearing of the assembly in Deut 31:30 was intended for a few purposes:
Since the nature of a song is to render recognition of the total harmony of creation, It often mixes past, present and future, for everything is revealed to the prophets as a total reality in which there is no conflict, in which future and past events are not only in complete synchronization (harmony), but they add clarity to one another.
Therefore everything is amalgamated as it is happening all together at once. - complete harmony
God speaks and it is a reality; even when have not seen it yet.
He speaks in completed reality - a completed reality
This is why God is speaking of Israel as if though everything was taking place today - eternal reality
3. To have heaven and earth to be witnesses of the calamities Israel will face, if they sin - the reality of sin
4. But also to have heaven and hearth to be witness of the joy that will come with the final redemption - the reality of redemptive plan of God
Just as the song recognizes the total harmony of God: past, future and the present, without conflict, in complete synchronization, the covenants of God also do not conflict or replace each other but add clarity to one another.

What is then the Song of Moses?
An invitation to covenant
Haazinu is called a song of Moses because it was given to him), but because it is a Jewish custom to always chant it and it is in a poetic form (Ramban).
Rabbi Geadliah Schorr explains that “ ‘song’ implies the concept of harmony (as I explained before), in that people recognize that all elements of the universe fuse in carrying out God’s will, just as all the notes in the score of a complex song, all the instruments of an orchestra, and all the voices in a choir join in harmonious cooperation to create a song, as opposed to disjointed noise that results from the failure of the notes, instruments, and voices to harmonize properly.”
