It is argued by some that Peter and the other Apostles should have waited and allowed Paul to be the 12 Apostle but this was not Gods plan.
Paul was mint for a far different work than that of the 12 that came before him.
Most of the 12 were mint to carry Gods word to the Nation of Israel.
Paul was mint to carry the word to the Gentiles.
Here we see them elect the to one replace Judas and one of the main things that we see here is the requirements for an Apostle.

He must have been there during the whole Ministry of Christ.

He had to have been there with the Apostles the whole time.
This means they were a believer and that they had a knowledge of everything Christ had done.
They understood the Gospel and they knew what their mission would be.
He would have to have witnessed the Lords entire earthly ministry, from its inception at His baptism to its culmination at the ascension.

He had to be a Witness to the Resurrection.

This man must have seen the resurrected Christ.
Since the resurrection was a central theme of the Apostolic preaching then it was vital that this man saw the Savior resurrected.
He could not preach on the power of Christ and His resurrection if he did not see it with his own eyes.
during this time eye witness testimony was all they had.
there was no video tape or cell phone footage of this it had to be witnessed with their own eyes.

Be Chosen by the Lord

They determined who was chosen by the Lord by casting lots.
This was a common Old Testament way of helping people know what God wanted to happen.
Leviticus 16:8–9 ESV
8 And Aaron shall cast lots over the two goats, one lot for the Lord and the other lot for Azazel. 9 And Aaron shall present the goat on which the lot fell for the Lord and use it as a sin offering,
Numbers 26:55–56 ESV
55 But the land shall be divided by lot. According to the names of the tribes of their fathers they shall inherit. 56 Their inheritance shall be divided according to lot between the larger and the smaller.”
Proverbs 18:18 ESV
18 The lot puts an end to quarrels and decides between powerful contenders.
This is the last time that this system is used in the Bible due to the coming of the Holy Spirit at the day of Pentecost.
With the selection of Matthias to replace Judas the final preparation for the church was completed.
