Why did the woman touch Jesus?

She had faith that God would fulfill his promises through Jesus. (Isaiah 35:3-6)

Strengthen the weak hands, steady the shaking knees! Say to the cowardly: “Be strong; do not fear! Here is your God; vengeance is coming. God’s retribution is coming; he will save you.” Then the eyes of the blind will be opened, and the ears of the deaf unstopped. Then the lame will leap like a deer, and the tongue of the mute will sing for joy, for water will gush in the wilderness, and streams in the desert;
She had faith that God promises could be for her. (Matthew 9:21-22)

for she said to herself, “If I can just touch his robe, I’ll be made well.” Jesus turned and saw her. “Have courage, daughter,” he said. “Your faith has saved you.” And the woman was made well from that moment.

Why did Jesus call her out?

“Who touched me?” Jesus asked. When they all denied it, Peter said, “Master, the crowds are hemming you in and pressing against you.” “Someone did touch me,” said Jesus. “I know that power has gone out from me.”
If the woman had gotten away, she would have left without peace.

Since they could not find a way to bring him in because of the crowd, they went up on the roof and lowered him on the stretcher through the roof tiles into the middle of the crowd before Jesus. Seeing their faith he said, “Friend, your sins are forgiven.”
Jesus wanted her to know that she was at peace with him—and God.

“Daughter,” he said to her, “your faith has saved you. Go in peace.”

Why didn’t Jesus heal everyone?

Jesus didn’t come to heal in this life—he came bring us peace with God. (Luke 4:42-43)

When it was day, he went out and made his way to a deserted place. But the crowds were searching for him. They came to him and tried to keep him from leaving them. But he said to them, “It is necessary for me to proclaim the good news about the kingdom of God to the other towns also, because I was sent for this purpose.”
Jesus can bring us peace through healing and through suffering. (James 1:2-4; Hebrews 12:11; 1 Peter 1:5-6)

Consider it a great joy, my brothers and sisters, whenever you experience various trials, because you know that the testing of your faith produces endurance. And let endurance have its full effect, so that you may be mature and complete, lacking nothing.

No discipline seems enjoyable at the time, but painful. Later on, however, it yields the peaceful fruit of righteousness to those who have been trained by it.
Faith allows us to experience peace in the present while we wait for healing in the future. (Luke 7:18-23)

At that time Jesus healed many people of diseases, afflictions, and evil spirits, and he granted sight to many blind people. He replied to them, “Go and report to John what you have seen and heard: The blind receive their sight, the lame walk, those with leprosy are cleansed, the deaf hear, the dead are raised, and the poor are told the good news, and blessed is the one who isn’t offended by me.”

Peace on Earth

God will heal every hurt—in this world or the next. (Revelation 21:3-4)

Then I heard a loud voice from the throne: Look, God’s dwelling is with humanity, and he will live with them. They will be his peoples, and God himself will be with them and will be their God. He will wipe away every tear from their eyes. Death will be no more; grief, crying, and pain will be no more, because the previous things have passed away.
The wholeness we need in this life is spiritual, not physical.
Faith in Jesus opens us to whatever healing God has in store.
