Remember that this is the living word of God, Paul wrote this letter to Timothy to instruct and address issues that were occurring at the church in Ephesus, issues of false teachers and men and women in the church living impure and self-centered lives. But also this is God breathed scripture that has meaning and and instructs us today. As is the way God ordered his creation from the beginning in Genesis men are the leaders of their homes and the leaders in the church, so Paul calls men to pray, the Greek word for male is used here, Paul is specifically calling for men to lead in worship and prayers. This is not a chauvinistic specification, it has its roots all the way back in Genesis when God created men to be the leaders of the family and men are called to be leaders of the church. Paul mentioning the lifting up of holy hands is not specifying a specific posture that we must be in to pray but hands symbolize the activities of life so lifting up holy hands is living a holy life and praying for one another in peace and agreement not in anger and with quarreling. God through the prophet Isaiah told Israel that if even though they prayed to God if their lives were not holy he would not listen to them. Isaiah 1:15 “When you spread out your hands, I will hide my eyes from you; even though you make many prayers, I will not listen; your hands are full of blood.”

Women should be dressed modestly and not to attract unwanted attention to themselves, we are all in church to worship God and praise his name. Women in the first century would weave or braid gold and pearls into their hair as to attract attention to themselves and this is what Paul is speaking against, the deliberate adorning of gold or jewelry that draws attent to one self and away from worship, very costly clothing is speaking again about being flashy and inappropriate, I would compare this in modern dress as designer clothes that are made to show off the body and draw attention to the wearer. Paul is not referring to a modest braid of the hair or a tasteful ring or necklace but dressing to call all attention to oneself and away from God.

Let what you wear to church reflect the attitude and demeanor of godliness and purity.

Verse 11 again reflects the will of God in creation for the role of women to be submissive to their husbands, but note Paul does not say that women are to be separated and kept out, they are to be taught the truths of the bible.

The qualifications for and overseer of the church are in chapter 3 but before Paul defines their qualifications, above reproach, husband of one wife ext., verses 12 - 15 can been seen as a pre-qualification to being an overseer of the church. Women are not to teach or have authority over a man in the church. This does not mean that women cannot teach at all though, the instruction of children and other women are perfectly appropriate for women to lead and sometimes best suited to do so but in the main service or in a group that includes adult men women are not to be teachers.

And here Paul goes over the order of creation, the male, Adam was formed first and then Eve from Adam. The serpent deceived Eve in the garden and confused and tricked her in to sin, but Adam was not deceived he willfully disobeyed. Both by not protecting Eve from the serpents deception, Adam should have stopped the whole conversation between Eve and the snake and spoken up about what God did say, that they were forbidden from eating the fruit of the tree of the knowledge of good and evil and yes God did say that they would surely die if they ate from it. So Adam failed in his job as being the leader and protector of the family, but also he took the fruit from Eve and ate willingly without deception.

But even though Eve was deceived and sinned, this is not to be a mark of condemnation on women. Women bear the gift and burden of both child bearing but also being the one who most usually does the bulk of the child rearing, God even in His handing down of the curse promised Eve that the savior of the world would come from her offspring. But what Paul is not saying is that women are saved, in an eternal redemption sense, through the bearing children. First that is completely against the doctrines of salvation by grace through faith and also Paul commends those who, as he was, are called to be celibate. Women, in general and not each and every woman, are to be saved, or rescued, or preserved from the stigma of sin by bearing and raising the next generation of godly children provided that they themselves continue in sanctification with faith and self-control.
