There is no indication that this jailer was commanded to do this!
There is a great possibility - he has a hardened heart

He sees in … kindness and forgiveness.

When you obey God - God does His good work of CONVICTION in OTHERS.

26 and suddenly there was a great earthquake, so that the foundations of the prison were shaken. And immediately all the doors were opened, and everyone’s bonds were unfastened.
