The argument being made in these verses is simply this that the New Covenant and the priesthood of Jesus is superior to the Old Covenant and the Levitical priesthood because they are perfect and provide a better hope and allow us to draw near to God. This argument is broken down into two main categories for us. In verses 11-14 we see in insufficiency of the Law and the Levitical priesthood to make anyone perfect. Then in verses 15-19 we see the sufficient superiority of the New Covenant and the priesthood of Jesus in the likeness of Melchizedek, enabling us to have a better hope drawing near to God.
