God keeps for Himself a remnant. The existence of this remnant shows that God has not cast off his people whom he foreknew, and it also shows that God is faithful to keep his promises to them.
God is teaching in his word that to continue to reject the Gospel to reject Christ comes with consequences. The more you reject God's offer of salvation the harder your heart becomes.
