So God had the people come to the foot of the mountain to meet Him and to hear the terms of the covenant relationship.

Then God gives them the 10 Commandments:
Do not have other gods besides Me
Do not make any idols
Do not use misuse God’s name
Remember the Sabbath, to keep it holy
Honor your father and mother
Do not murder
Do not commit adultery
Do not steal
Do not lie
Do not covet

The people heard God give these ten laws then they asked Moses to go let God tell him the rest and come back and tell them to them and so he did, so the next three chapters includes many many more laws about how the people must relate to God and to each other and after all of this then the people are asked again if they want to enter into this covenant with God under these terms.

God asked them if they wanted to enter into this relationship with Him and they said yes, so then they had the covenant ceremony, just like a wedding is a covenant ceremony between a man and a woman, this was the covenant ceremony between sinful people and a holy God.
And after the ceremony is a celebration and a feast.
seventy of Israel’s elders saw God and feasted in His presence.
And this is what God has offered to us today.
He has defeated our enemy, Satan, and freed us from his grip

and He has extended an invitation to us to enter into a covenant relationship with Him, just like a marriage.
