Jesus fulfills His duty as High Priest and King by bringing His own blood to inaugurate His covenant

High Priest duty - vs.11-14

All the preparation described in the first 8+ chapters was to set the stage for Jesus fulfilling His role as High Priest
He fulfills His duty of bringing the blood of atonement into the greater tabernacle (not of the physical world, ie. eternal)
It was not animal blood that allowed Him to enter this tabernacle, but His own blood - Luke 22:20

And likewise the cup after they had eaten, saying, “This cup that is poured out for you is the new covenant in my blood.
He obtained (for us) eternal redemption (purchased freedom) - 1 Pet 1:17-19
1 Peter 1:17–19 ESV
And if you call on him as Father who judges impartially according to each one’s deeds, conduct yourselves with fear throughout the time of your exile, knowing that you were ransomed from the futile ways inherited from your forefathers, not with perishable things such as silver or gold, but with the precious blood of Christ, like that of a lamb without blemish or spot.
Blood of animals and ashed of a heifer cleansed the flesh (outward man) - Num 19
How much more will the blood of the perfect Messiah cleanse the conscience of man?
This cleansing is from dead works (not just sinful actions, but a covenant built on the works of man) - Gal 3:10-14
Galatians 3:10–14 ESV
For all who rely on works of the law are under a curse; for it is written, “Cursed be everyone who does not abide by all things written in the Book of the Law, and do them.” Now it is evident that no one is justified before God by the law, for “The righteous shall live by faith.” But the law is not of faith, rather “The one who does them shall live by them.” Christ redeemed us from the curse of the law by becoming a curse for us—for it is written, “Cursed is everyone who is hanged on a tree”— so that in Christ Jesus the blessing of Abraham might come to the Gentiles, so that we might receive the promised Spirit through faith.

Inauguration Day - vs.15-22

In doing this, Jesus mediates a new covenant to redeem those sinned under the first covenant that they can receive the eternal inheritance - Rom 8:14-18

For all who are led by the Spirit of God are sons of God. For you did not receive the spirit of slavery to fall back into fear, but you have received the Spirit of adoption as sons, by whom we cry, “Abba! Father!” The Spirit himself bears witness with our spirit that we are children of God, and if children, then heirs—heirs of God and fellow heirs with Christ, provided we suffer with him in order that we may also be glorified with him. For I consider that the sufferings of this present time are not worth comparing with the glory that is to be revealed to us.
Covenant (special meaning of testament) required death to be valid. This was symbolic in the death of animals under the Mosaic covenant; it is literal in the new covenant
We use this passage in response to the argument about the thief on the cross that was not baptized after his repentance, but it has greater significance to understand why it was necessary for the Priest-King to die - Matt 16:21-23

From that time Jesus began to show his disciples that he must go to Jerusalem and suffer many things from the elders and chief priests and scribes, and be killed, and on the third day be raised. And Peter took him aside and began to rebuke him, saying, “Far be it from you, Lord! This shall never happen to you.” But he turned and said to Peter, “Get behind me, Satan! You are a hindrance to me. For you are not setting your mind on the things of God, but on the things of man.”
When Moses read the covenant (10 commandments) to the people, they declared their intent to accept it, and he sprinkled it and the people with blood - Exod 24:6-8

And Moses took half of the blood and put it in basins, and half of the blood he threw against the altar. Then he took the Book of the Covenant and read it in the hearing of the people. And they said, “All that the Lord has spoken we will do, and we will be obedient.” And Moses took the blood and threw it on the people and said, “Behold the blood of the covenant that the Lord has made with you in accordance with all these words.”
He also sprinkled the tabernacle and the sacred vessels of service, leading to the conclusion that without blood, there was no forgiveness - Lev 17:11

For the life of the flesh is in the blood, and I have given it for you on the altar to make atonement for your souls, for it is the blood that makes atonement by the life.

One time sacrifice of atonement - vs.23-28

It was necessary for the copies to be cleansed with animal sacrifices (to illustrate the concept of atonement)
But the real atonement required the better sacrifice, which Jesus made personally in the presence of God (not the ascension, but His death - Matt 27:51; Rev 5:4-7

and I began to weep loudly because no one was found worthy to open the scroll or to look into it. And one of the elders said to me, “Weep no more; behold, the Lion of the tribe of Judah, the Root of David, has conquered, so that he can open the scroll and its seven seals.” And between the throne and the four living creatures and among the elders I saw a Lamb standing, as though it had been slain, with seven horns and with seven eyes, which are the seven spirits of God sent out into all the earth. And he went and took the scroll from the right hand of him who was seated on the throne.
He offers a better sacrifice than the repeated (atonement) sacrifices of the Aaronic high priests, because His sacrifice is offered one time for all time (we try to understand this by saying the blood reaches back and forward in time, but God does not dwell under the limitations of time)
The pattern of human life (death, judgment) is used to illustrate the role of Jesus as High Priest-King: He died and shall appear again a second time in judgment
This judgment relates to the author’s subject all through the book, the covenant that God made with His chosen people at Sinai; when Jesus comes a second time, He will not come as as answer for their sin, He will come to save those who wait for His coming in judgment - Matt 24:34-37, 44-47

Heaven and earth will pass away, but my words will not pass away. “But concerning that day and hour no one knows, not even the angels of heaven, nor the Son, but the Father only. For as were the days of Noah, so will be the coming of the Son of Man.

Therefore you also must be ready, for the Son of Man is coming at an hour you do not expect. “Who then is the faithful and wise servant, whom his master has set over his household, to give them their food at the proper time? Blessed is that servant whom his master will find so doing when he comes. Truly, I say to you, he will set him over all his possessions.
