Failure of the Law - vs.1-4
Law was a shadow of good things “to come”, because it does not have the means to sanctify those who draw near
The continual nature of those sacrifices prove their ineffectiveness
Day of Atonement was not a “rolling forward” of sins, but a reminder of sin and its effect
Blood of animals cannot forgive the sins of mankind “God does not get angry at the cat and kick the dog”; it required the blood of One who was of the same nature as man - Heb 2:14-17
Since therefore the children share in flesh and blood, he himself likewise partook of the same things, that through death he might destroy the one who has the power of death, that is, the devil, and deliver all those who through fear of death were subject to lifelong slavery. For surely it is not angels that he helps, but he helps the offspring of Abraham. Therefore he had to be made like his brothers in every respect, so that he might become a merciful and faithful high priest in the service of God, to make propitiation for the sins of the people.

Writer applies Psalms 40 to Jesus
God did not desire sacrifice and offering from man (as a payment for sin) - Psa 40:6
Sacrifice and offering thou wouldest not; but a body hast thou prepared me: whole-burnt-offering and sacrifice for sin thou didst not require.
Jesus recognized His duty was to fulfill the will of God - John 6:38-40; 7:16-18; 12:27
For I have come down from heaven, not to do my own will but the will of him who sent me. And this is the will of him who sent me, that I should lose nothing of all that he has given me, but raise it up on the last day. For this is the will of my Father, that everyone who looks on the Son and believes in him should have eternal life, and I will raise him up on the last day.”
So Jesus answered them, “My teaching is not mine, but his who sent me. If anyone’s will is to do God’s will, he will know whether the teaching is from God or whether I am speaking on my own authority. The one who speaks on his own authority seeks his own glory; but the one who seeks the glory of him who sent him is true, and in him there is no falsehood.
“Now is my soul troubled. And what shall I say? ‘Father, save me from this hour’? But for this purpose I have come to this hour.
In doing that, Jesus takes away the first covenant (which is based on law) to establish the second (which is based on promise)
So, God’s will is fulfilled to sanctify us through the offering of the body of Jesus Christ one time for all time

Priests “stand daily” offering sacrifices every day that can never change the condition of man
Jesus offered one sacrifice of all sins for all time “sat down” on His throne at the right hand of God - Heb 1:2; 8:1; 12:2; Psa 110:1
but in these last days he has spoken to us by his Son, whom he appointed the heir of all things, through whom also he created the world.
Now the point in what we are saying is this: we have such a high priest, one who is seated at the right hand of the throne of the Majesty in heaven,
looking to Jesus, the founder and perfecter of our faith, who for the joy that was set before him endured the cross, despising the shame, and is seated at the right hand of the throne of God.
The Lord says to my Lord: “Sit at my right hand, until I make your enemies your footstool.”
This is until His enemies become a footstool for His feet
This one offering perfects (completes) those who are being (present continuous action) sanctified - offering is one time, the effect is for all time
This is the real difference in the covenants - forgiveness is real, instead of anticipated in shadow
So when we are forgiven (and sanctified), the offering for sin is no longer (guilt is removed, not covered over)
