A False Teacher is one who does not teach the true gospel of grace through the work of Jesus Christ.
Someone who teaches the true gospel may teach other false things, but is not a false teacher.
Paul is warning Timothy of the false teachers in Ephesus.
These were teaching myths, and genealogies, turning away to fruitless discussion.
Their goal was not love from pure hearts, good consciences, and sincere faith, but their goal was selfish prestige from the people through teaching the law as a way to gain merit before God.
So is the law a bad thing to preach?
no.
The law is part of the gospel, but it is not the whole of the gospel.
Here is how the law is to be understood in the gospel of Christ.

Because they have been forgiven, the law is in their hearts and they living according to the law that is written on their hearts.
John MacArther - “The law is good but the law alone is not good news.”
